Put the band in first, then go through the pouch.
Then go back up through the tube, pull it off,and repeat the process for the other band.
I find that a pen helps poke the band through the tube. Also the plyers should be wetted before the tube is slipped over, that way it will just be easier . Here are the finished products. The shot great, and it is a fast and easy thing to do.
Also note that this is not my invention, I saw it a long time ago, and forgot who it came from.
Which size of tubes are you using? What is the length and diameter?
They are small surgical tubes(3mm inside diameter), and I cut them about 1 cm long. the tubes best be snug so that nothing slips out, but i do not see why lenghth would matter as long as they are so small that thaey will snap.
I do this method sometimes with old pencils or pipette tips.

Also works for tubes! It worked fine using pieces of green tube to hold pouch on TB Red.
