Does anyone know what this is called and how it is used?

I presume it goes around the waist and that it is part of a PLCE set up but any help would be appreciated

It almost looks like it could be an extension apron for a battle vest, but not sure.
Whats it made of? Is it padded, or does it have pockets, how long is it?

Special Forces- they are supposed to wrap this around their heads,
to simulate bunny ears! (which cant be seen due to the camo..)
The clips are there to hold branches, cellphones and incense sticks to
compensate for the stuff in the pants..

    ;)

It has buckles along the flat edge. I remember measuring it and it would comfortably go round a mans waist.

So would you wear it with the bumps facing down and at the rear? That would make sense of the buckle loops.

The idea of bunny ears on soldiers isn't a new one. It got its start during WWI when Lt. Darby "Funnyman" Smith put his fingers up behind Private James "Joker" Johnson for a photo. A general saw it and immediately started working on the "Bunny Soldier" concept:

It took about 7 decades to get to a good working model. As late as the 90's, special forces used these uniforms in active duty around the world:

The problem was trying to keep the fur bright and soft, so it was eventually abandoned to the modified camo version Be so eloquently pointed out in his post.
