My rough idea is make a launcher that fires 2 liter bottles like bolts. My goal is a distance of 60 to 90 meters.
What would I need to do this? Is it possible to fill one end of the bottle with some concrete and use the remaining space to launch action figures with one's children?

Full 2 liter bottles are very heavy. In order to shoot them 90 meters far, you will need a lot of rubber plus a very long acceleration. Think slingshot bazooka with a winch.
of course this is possible, you woud need: quite some rubber, preferably theraband or other exercise bands, some type of barrel (two half drain pipes? would that fit?), some sort of support for the barrel(wooden frame?) , and a trigger. that's basically it together with some small parts.

I'm thinking maybe with an empty bottle with some weight and a sealable opening for putting objects in.

I'm thinking maybe 170 to 200 grams of weight

Just keep in mind that this projectile would tumble in flight. I'd use wood for the barrel, lightweight and sturdy.

Would you have a suggestion for stabilizing the projectile?

Sure. Attach a pole to the bottle, and make sure the whole "arrow" is sufficiently front heavy. Fins won't help, you won't achieve a high enough speed to make any kind of difference.

Would a wooden dowel be sufficient?

I thinkk you should add some kind of weight to the front of the bottle (the part that flies in the front, I dont know if you want to shoot it top or bottom first).
